Reviewing the strategies on national, regional and local level - Gdynia

SUMP is a document that is intended to treat the problem of urban mobility in a complex manner, so it must take into account the assumptions of transport policy and regulations and be consistent with the previously adopted, and still applicable strategies for sustainable development. Towns which decide to create the Sustainable Urban Mobility Plan should begin with the revision of existing studies, expertise and development strategies, covering all possible aspects of mobility in the city.

As part of the SUMP process, the city of Gdynia reviewed the documents at European, national, regional (voivodeship) and local levels to take into account all existing levels of policies, strategies and regulations that affect transport and urban mobility. This is to ensure that the Gdynia’s SUMP and its goals  would take into account and are integrated with the objectives included in these documents, not only in the field of transport but also sectors such as urban planning, real estate management, environmental protection, social inclusion, economic growth, health, safety, education, information technology and others.

During the preparations of the Sustainable Urban Mobility Plan for Gdynia, a review of the following documents has been performed:

  • TEN-T development guidelines
  • White Paper - Roadmap to a Single European Transport Area - Towards a competitive and resource efficient transport system
  • Green Paper: Towards a new culture for urban mobility

2.Strategic documents at the national level:

  • National development strategy 2020
  • National Road Safety Programme 2013-2020
  • National transport policy for 2006-2025
  • Transport development strategy until 2020
  • National strategy of regional development
  • Master Plan for railway transport in Poland until 2030

3.Strategic documents at the pomorskie voivodship level:

  • Pomorskie voivodship development strategy 2020
  • Pomorskie Regional Operation Programme 2007-2013 

4.Documents regarding transport and mobility in Gdynia:

  • Gdynia’s Development Strategy
  • Study of conditions and directions of Gdynia’s spatial development
  • Gdynia’s Transport Policy
  • Sustainable urban transport plan (unofficial)
  • Marketing strategy of ZKM Gdynia

List featured above includes only the most important documents reviewed in Gdynia’s study. In addition, a review of European projects, sustainable mobility campaigns and infrastructural developments (rail, road, airport)has been conducted to get fullest picture of mobility and transport in Gdynia possible. Review of these documents allows to set goals for Gdynia’s SUMP in line with existing, recommended course of action for mobility plan development. Using them as reference we can assure the coherence of our aims and focus on actions. The study includes the total of 33 items, and can be easily expanded when new studies and policies are published. Continuous updates will make the whole procedure less time consuming and will help our plan remain up-to-date.
